The restructuring of the health system triggered by the ex-minister of Health Gaétan Barrette has greatly shaken the community in recent years.

The next commissioner of the health and well-being (CSBE) risk of having bread on the board to his duties this summer. It should, however, analyze in priority the effectiveness and impacts of the reform Module on the health-care system, said experts and stakeholders in the environment.

“It is absolutely necessary to discuss the state of the network, which has been undermined by the reform Bar, act 10, and that it suggests a set of levers to put in place to ensure that services and care continue to be deployed despite the collateral effects on the field,” says Nancy Bédard, president of the Fédération interprofessionnelle de la santé du Québec (FIQ).

The restructuring of the health system triggered by the ex-minister of Health Gaétan Barrette has greatly shaken the community in recent years. Yet many of these reforms and changes have been made for the post of CSBE disappeared from the budget liberal, as early as 2016.

Criticizing this decision, the Coalition avenir Québec had promised during the election campaign to re-establish this position. The minister of Health and social Services, Danielle McCann, has finally launched Wednesday, the selection process for the next GBSF, which is due to enter service this summer.

“It is sure that it was the delay, lots of things have happened in the meantime, and the system has changed a lot. It will be necessary to look back and assess the reform implementation. In any case, this is what I would do as commissioner, ” says Robert Salois, who has served in this role from 2006 to 2017. Delighted to see his former position restored, he hoped that his successor will have access to more easily than him to different indicators and data to carry out its role of” external observer “.

For his part, professor at the School of nursing, University of Victoria Damien Contandriopoulos doubt of the relevance of analyzing the effectiveness of the reform Bar, a “total disaster” is already well known. “I don’t see how a government could move forward in proposing the restructure is still the network. The public health system is in a state of intensive care, the priority should be on stabilization before trying to operate, ” illustrates there comparing the network to a patient.

In his view, the next commissioner may not twiddling one’s thumbs, because many other files are ahead of him. Lack of places in CHSLDS, compensation, medical, over-treatment, or overload of the health staff : the list is already long.

An entity essential

“Paradoxically, the abolition of the post of commissioner has proven its relevance, noted Mr. Contandriopoulos. It must be said that the former commissioner conflicted with the policy. I think the work that showed that Quebec has the worst emergencies of the western world, or even to those on the remuneration of doctors. None of the entities that existing government has not the independence or courage to continue this type of studies. Hence the need for a guard dog external. “

This is a view shared by the federations and community organizations consulted by The Duty. The minister McCann herself has confirmed by way of a press release : “It is essential, in Quebec, to be able to rely on an independent organization that can analyze the performance of the network of health and social services, provide constructive criticism and offer recommendations for improving access to care “.

Full independence ?

But the question remains, what are the powers it is invested and who it will be, raises Danis Prud’homme of the Network FADOQ. At its inception in 2003, the post of commissioner should be of the national Assembly to enjoy a full independence. This, however, has never been complied with, the commissioner has always been from the ministry of Health.

“This is major, this idea of neutrality, and the role of watchdog can only have meaning if it is the national Assembly and not a government,” said the president of the Québec medical Association (QMA), Hugo Just. The CSBE is not immune to a new disappearance, and a change of its mandate, he afraid. “Maybe we will decide that this entity will be under the tutelage of the national Assembly by the appointment of the commissioner. This is only the beginning of the process, all the strings are not yet learned, ” hopes Mr. Just.
