First, the character is supposed to be dead. Remember, Madison Clark struck twice (and obviously fatally) in the head with a hammer at the end of season 3. And in order to ensure her death, she would then blow up a building in which his body lay, and let the water carry everything in its path.
Secondly, in the case where Troy would have actually survived this attack as a traitor, he could not even hope for revenge. And for good reason, Madison Clark has also joined the graveyard of the series during episode 8 of season 4.

Thus, the interest to bring back this character in the present-day story intriguing for us necessarily. We are going to learn that he had been miraculously rescued by strangers, and see it reappear surrounded by new survivors ? Should we expect mere visions ? And if yes, who and why ? Or, are we going to discover that Althea was interviewed by the past in the context of his documentary and attend their meeting ?
If the last two options are the most plausible and logical, and yet it is the first that proves to be the most interesting and useful. To know the answer, go in the spring of 2019 on AMC and Canal+ series.
